Tier 2:

There are lots of myths about dragons that are not only powerful, but extremely cunning and wise as well. Humans often either seek advice from dragons, or curse them for being so crafty. Some are just dumb lizards, but I'd say the running theme of wisdom prevails here. Sometimes dragons' intelligence exceeds humans'.
Tier 3:
>Dark
They need credit for being shrewd and clever. They are not necessarily brainy otherwise, and some are just about being brutal, but I'd say Dark is a type that leans toward intelligence. Evil without brains doesn't tend to work out well for the ne'er-do-well. I don't think Dark types would do well on math tests though.
>Normal
On one hand, a normal person CAN be quite smart. On the other, too much of a focus on being normal means you are a conformist, not creative, and not thinking in unique ways.
>Fairy
I guess the fae are supposed to be tricky mischievous bastards, but most fairies seem to be too caught up in their magical world to reach their full potential in intelligence. Maybe it could be a tier higher.
Tier 4:
>Electric
There's a sort of stereotype of eccentric Electric type users as well as a connection to technology, so I'll bump it up from Tier 5. They're rational thinkers.
>Flying
Pretty much same as Electric, Flying types are basically eccentrics with free thought. Air has always been an element associated with the mind. Would be higher if most of them weren't birds, which tend to not be too smart.
Tier 5:
>Ghost
They're just whatever.
>Fighting
People who rely on muscle sadly have a reputation for not being very brainy, though they do not all have to be stupid.
Tier 6: (Low intelligence on average.)

Tier 7: (Dummies.)

'Other' Tier: (Basically elemental animals, their intelligence has no relation to their type.)
