Even if any Pokemon was genuinely crafted with the intent of being furbait, I wouldn't care if there's still more content to the design that can take my attention away from it and whatever that aforementioned element may be can easily act as part of the whole that brings it all together. To this effect, the only two Pokemon I'd really consider being furbaits would be Zangoose and Zeraora as there just really isn't anything interesting going on whatsoever with them and their bipedalism doesn't contribute much of anything outside stylistic choice.

Its bombastic anatomy works well with the silliness of its act for me - though I would give it longer legs so it can look more natural on all fours (the movie Incineroar's flat back was not a pleasant sight) and beefier wrists for obvious reasons - I've little reason to complain.
