Rampardos having Rock Head isn't going to be the second coming of Zacian. It would still be slow & frail and Head Smash would still have the tendency to miss (not to mention you can just send out a Pokemon that will more than likely outspeed Rampardos while resisting Rock and use Earthquake or Close Combat)
