>>40133325>inb4 "HURR YOU JUST STOPPED AT 3RD GYM!"Probably because the entire point of this argument that BW1 waits unreasonably long to start giving you the vast majority of the new Pokemon, barely 20 by the point of gym 3 is pathetic and leaves a lopsided amount of the 156 Pokemon in the Unova Dex for later in the game. Obviously Gen 5 has access to roughly 156 Pokemon (although a handful are eventmons) by the time of the elite four fight. The problem is that despite a dex of 150 new Pokemon, you see a pathetic amount of them for a large stretch of the game. Not only do you have a pathetic early game selection, many reasonably consider Pokemon like Rufflet, Durant, Bouffalant, Heatmor, and other are too late into the game to reasonably add to your team.
Bonus round:
>Desert Resort gives you access to Dwebble, Maractus, and Sigilyph>Relic Castle gives you Yamask and a fossil>Route 16 gives you Trubbish, Mincinno, and Gothita OR Solosis, Rustling Grass gives you Emolga9 more on top of 24 for a 35 Pokemon total. Still doesn't even touch GS in terms of availability by one gym earlier, barely matches DP by the third gym. Tallying up the 4th gym availability for the other games would only serve to embarrass BW1 further.
I'd like to add that RS had 11 (non-Gen 1/2 pokemon) lines available to you before the first gym.

Route 103 intruduces Wingull.
Route 102 introduces Seedot(R) or Lotad(S), Ralts, and Surskit.
Route 104 introduces Taillow.
Petalburg Woods introduces Shroomish and Slakoth.
Heck, you can even say it's actually 12 because you can go to Route 116 before the gym and encounter both Skitty and Whismur.
