>>19909543It really seems to vary, even in Generation 3-5 icons. Things like Aggron, the Kami trio, Mothim, Gliscor, and others have the bigger heads while the rest match the design for the most part. I guess it just depended on whether or not they were able to get the level of detail they wanted with a smaller head.
