By this point in XY you've only gotten one badge, and maybe evolved your initial starter once. now the game is handing you another one that is even better with the access to the gimmick of the gen. The fact it's the Kanto starters too just shows a lack of care for their world building when you consider that Sycamore was Rowan's student so if he were to have another other starters beyond his home region it should be Sinnoh's.
If GF really wanted you to have a Kanto starter it should've been reserved for Post-game, and given out by Blue since he was already mentioned to have visited the region. Better yet afterwards make him an optional battle and using the Kanto starter stronger to the one you pick.
