Honestly it helps with Kanto's pacing tremendously because when you're at Fuchsia, the world's your oyster and you can go anywhere you want without issue anymore. If they waited until like say, Blaine, to give you Strength the game would be significantly less fun and would completely kill the point of entering Seafoam with Strength since that's the first time the HM becomes useful. Given you need to beat Koga for Surf, there isn't really better pacing for Surf to be available. Strength would have to be available somewhere between Celadon/Lavender for it to really be in a better place than Safari Zone
>>58670920Bait is significantly pointless but you can do some funny memes with Rocks if your luck is good. Some mons like Chansey already have high flee chance, so Rock actually doesn't hurt their chances to flee since it doesn't go any lower for them. Then you Bait and can keep them around longer than ball spam. That being said ball spam is still better in the long run since unless you get REALLY good Rock luck, it's all a Great Ball chance anyway
