If the masuda snap is implemented by actual Pokemon file removals (just like LGPE) then you're just going to get missingnos and hackers will have to port some of the 3ds files to SwoShi in order to import mons in ti
But if the snap is only implemented by a soft border (so if bank is the only this that stops a mon from getting in), injecting a mon via pkhex has a big chance to be 100% working,
and even non galar dex mons could be wondertraded to any playerOf course the latter is very unlikely to happen but like you said, this is a game dev'd by game freak so it's not a ruled out possibility
