The problem with baby Ninetales is that it gets dwarfed by rad Greninja. Sure you bypass Manaphy, but you only have 1 target, so may as well gust said target and hit with something bigger than 90. You can't even ohko small basics like Cram, you still need to accelerate to it, counters remove the use in a potential fire-weak meta, none of the other Ninetales/Vulpix have useful text, and the "can't attack twice" clause even makes it bad in a stall deck, ensuring the card stays unplayable.
Maybe you could give it a shot in Zorobox? But it would be a dead weight more often than not. Another possibility would be with Spidops, trap something in the active and switch between 2 Ninetales to snipe the bench. But here it's just a worse Venomoth. You can always play pic related in expanded.
