USUM had over 800 Pokemon in it and that was totally fine. Not that it had the National Dex itself but that's just the dex entries (and they could have just done copypastas from previous generations because they don't all NEED to be unique in every game).
There's no reason they have to release half that amount with the base game and then more with the DLC but still not reach the total amount... unless it's arbitrary and they want to make money on shit like Home and your dumb ass buying multiple games for every system.
