Firstly, despite people cherrypicking moments of lazy animation, the games are still LEAGUES above the quality of the 3DS games. Especially in the cinematics. The animations for throwing Dynamax balls so far have all been unique and really smooth. Same for stuff like Trainer animations in battle.
People are shitposting about the pokemon animations not being changed, but they seem to be forgetting that there's likely 100+ new mons/forms they have to animate in addition to cleaning up or tweaking old animations, and the game is still 5 months out so some animations may still be being refined. You can't say that the game doesn't look better and you can't properly gauge how much extra effort has been put into animations until the game comes out.
The second thing is like that other anon put it: it's preparing for the future. They know they can't keep up the national dex going into 1000+ pokemon/forms/etc. They had to make a cutoff sometime, and this being a leap to a new console made it the right time to do it. There was already gonna be issues transferring from 3DS to Switch so they went ahead and made the hard decision here so in the future installments it'll be considered the norm.
By doing this, they'll have more chances in future installments to do crazier shit with the limited pokemon choices. This could be a means for them to finally facilitate walking pokemon on the scale of LGPE in future games.
Also, I really feel they want Pokemon Home to be the new National Dex. It's there as the option for those that really want to keep their pokemon even if they can't use them. It will have more features than Bank for sure and may be more refined than people have been assuming.
