It's why most Mega Mons you see belong to E4 members and Champions, grand masters like Gurkiin (or however the hell you spell it), or people of high prowess without official ranking (Blaziken Man, Sycamore, Lysandre, etc.). Even if they were randos, they at the very least had to be Gym Leader-leveled fighters (such as Korrina) which is still a tough road when you have to fight nine in a row.
Now of course, counting in the Volcanion movie, you can always cheat your way to Mega Evolution with the use of technology, though in that aspect, I'm genuinely unsure how strong those kinds of megas would be. Not tooo well to Ash's team but they managed.
