Guaranteed sleep is a bit too powerful for it's own good. Granted, there are abilities that counter this but they're a bit too uncommon competitively.

Given it's stupidly high base power and coupled with the fact that it is almost always getting STAB on top of that, Outrage is too strong for it's own good especially since Gen V made it so that if Outrage is blocked in anyway, the user is no longer stuck in loop.
>Close Combat
Give anything with high attack this move and a scarf and say goodbye to half of your team unless you have a ghost type. The defense lowering could have helped in theory but given the fact that Sucker Punch is resisted or even boosts anything that gets STAB for the move, you're left with a poor pool of priority moves that won't amount to much damage even despite the defense breaks.

Just a really useless move, all things considered. We already had Haze.
