And it doesn't mean that. Pasio isn't explained super well, but it seems that some people get there normally while a lot get there via Hoopa's rings. We have Rainbow Rocket Giovanni, but none of the other villains know him even though he knows them. Cyrus comes from Platinum since he had both Dialga and Palkia, Maxie comes from Omega Ruby, Archie from Alpha Sapphire. Rose and Oleana are from a different universe than the other Galar characters. Pasio seems to be a hub for numerous different timelines/universes, but most people don't seem to realize it or address it. It may not be that Pasio takes place in the Scarlet universe, but rather that most of the Paldea characters on Pasio are. Most of the time, the differences are relatively minor rather than this one where Juliana and Florian don't seem to exist in each other's universe, and they serve the same role.
