It's all about the body posture, the facial expression, and the eyes. Pokemon's artstyle inherently makes all of its creatures look like they have human capacities, even when you try to stylize them "realistically" such as in picrel. These are not beastly eyes. They are humanoid eyes (white sclera) / cartoon eyes.
