It is a Rare monster, in the sense that there is only one guaranteed encounter in the standard playthrough and you can be gated out of it by choosing another starter, but the fact you're guaranteed to get one, and at the beginning of the game no less, is enough to warrant it not being too good. With Flareon, I feel like you have a much better stance and argument. Flareon just feels like a blatant oversight. Not "game balancing" or franchise tuning or whatever you want to call it. It feels like a mistake was made that hasn't been corrected.
