Alternative (or rather more elaborate) explaination could be taken from the whole Special/Physical split that occured. Mechanics-wise, Gallade's reason for existing is to be a physical-stat mirror of Gardevoir after the latter got confined to special-attack side of damage spectrum.
If GF felt that the split would have truly profound effect on the whole battle aspect of the existent dex, then there likely was a capacity for creating a bunch of Pokemon that utilize this change.
