Even so its still Wild behavior so the ball must not automatically tame them but it does pacify them somehow so they're inclined to at least give the trainer a chance. Pokemon in the anime have also run away as if the ball did fuck all.

My head-canon, if you used a master ball on Mewtwo he'd not do you want... he instantly turn around and kill you. The balls registry to a trainer is no longer valid if that trainer is deceased.
