Sahuagin should be pretty familiar to most D&D players. They're shark-worshipping warriors that dwell in ocean waters. They are bipedal creatures with fins very similar to what we see on the statues, and the statues additionall shark-like fins make it obvious to me that these Pokemon were directly inspired by this creature.
I guess it's just speculation, but boy the likeness is pretty striking, don't you think?
