If you notice most of the Gen 1 designs for the females was rather safe. Sabrina's old Gen 1 outfit, Erika, granted Misty was in a bikini. Then in Gen 2 you had Jasmine, Claire, Whtiney...and Marina, but nothing too blatant.
Then Gen III gave us May and Flannery and then they just started making the Poke girl designs more and more suggestive from there.
