One can assume he finally got the technology ready and he wants to ensure everything is done the second it can be for a better future. The way he coddles people into working for him just shows he wants to achieve his end and keep his promises the second he can. Oleana just happens to fit the bill on keeping him on track with time and Bede got himself too much of a high self-esteem, thought misguided.
You can tell the guy is a genuine good guy despite trying his best to do the right thing right away. His battle theme doesn't make any justice on his train of thoughts however:
