See, when you're raiding, you want to specialize against your opponent as best you can. Get things that can hit your opponent for SE damage, and maybe resist its attacks as well. This is especially important for a 4 star raid, since they hit like fucking trucks and have a crapton of HP. It's the reason people never use generic all-arounders in high level raids. Applying this logic, Dragonite is a shitty attacker for Lugia because its defenses are crummy, and the above mentioned problems with weaknesses/resistances. Tyranitar can resist the Psychic attacks as well as hit it with Bite/Crunch/Stone Edge for SE damage. At least Jolteon can hit for SE damage too, so it's going to contribute far more than those Dragonites will.
