Excuse me, but that is called bad direction, Luluco by Trigger is an homage of everything Gainax and by follow up everything Trigger, where a bunch of seemingly disjointed elements build up to a history.
The 5 minute format can be executed well if the director knows what he is doing and if there is focus. Sadly generations is going to be jumping across different ideas and ultimately fail at expanding them.
It's not the fault of the format, but the concept fault and the own directors shortcomings.
