How do you define a fetish? Is it a congenital behavior or the result of Pavlovian conditioning? I would say it's more like a tertiary sexual characteristic (In the language of TV Tropes.) We do not care about the origin; we care about the result. Is the fetish the behavior or the cause of the behavior? We're getting into a semantic swamp and this is natural "metonymy" expected in language.
Perhaps we can describe it as an "Aesthetic/sensual hobby/obsession with an erotic/sexual dimension".
