Regardless, people exaggerate about Team Rocket far too much when there really isn't much more to them than there is to Ash. However, in both cases, there doesn't NEED to be. They just both need to be written well enough to make the series work without either side becoming annoying.
A mix of XY and DP Ash would do the trick for his side. For Team Rocket, their SM selves are written legitimately well. I won't deny that and I don't think anyone should. The balance between their competence and comedic value is mostly spot on. The only problem is Bewear, but that's more of a problem with SM than it is a problem with Team Rocket themselves.
A competent Ash working towards a goal consistently with a hilarious and sorta silly yet still potentially threatening Team Rocket being the constant thorn in his side, yet willing to team up with him for the greater good, is the ideal set up for their relationship and character interactions.
Hopefully, Gen 8 will pull that off.
