Haley is technically "Brent's Pokemon" but as far as she & Brent's concerned she's her own person. She just chooses to stay with him.

She usually gives it to him when they're out on dangerous adventures or when they are about to fight stuff as these devices are incredibly useful for swapping out when Brent faints (She can return herself or swap herself for someone else even when Brent's fainted) and good for protecting her when she faints.
