Based on anime and manga, people over-exaggerate its slowness too much (it's fast enough to dodge all of Charizard attacks successfully). The pokemon moves fine.
Venusaur design isn't the problem, they changed (ruined) Blastoise design so it fits in Pokken and they can alter with Venusaur too, but the real issue is TPC. TPC never saw Venusaur as a marketing tool and never bothered to promote Venusaur in any shape or way.
