Incineroar was a non-entity before US/UM because during the first year he was pretty disliked because of his design and also not useful competitively. Which is why no one believed the Vergeben Leak. Decidueye was the clear forerunner in everyone's eyes because he was the clear favorite of the trio in America, with Primarina the favorite in Japan. Everyone just assumed he was a given because of it. The fact that Incineroar later managed to completely cuck Decidueye in both competitive terms and Smash playability, yet more people still prefer Decidueye makes this even more blatant. Incineroar is popular BECAUSE of those things, not despite them. If Incineroar had remained as useless in competitive and Smashless today, he would've ended up as a marginally more beloved Chesnaught, which isn't saying much.
