Running a few damage calcs with a Theoretical Ice Hammer/Ice Beam Glalie that always hits super effectively leads to the discovery that you probably shouldn’t run special. No item,252 sp attack Ice Beam deals at most 20% to a grass Blissy, and 252 attack Ice Hammer deals at most 37% to a grass Donzdozo.
Slap a Choice Band on that thing, and your 2KOing the entire game at absolute worst, and likely OHKOing all but dedicated walls. Despite this, unless it has stab priority, such a Pokemon would be stuck to Choice Scarf or some boosting moveset. 80 speed isn’t the worst, but you definitely aren’t sweeping teams with that alone.
That being said, being Choice Locked is irrelevant anyway, so having a Scarf is hardly a bad thing
Given good moves, I think I would be ban worthy.
