Koffing could temporarily store gas, it's a bit of a reach because it would probably explode from the pressure or contaminate the fluid with its own toxic gas but I find the idea of using a Koffing as a transfer bottle funny. So lets say it would work in the Pokémon world.
And Rotom because most failures are electrical, it'd help a lot.
