This makes the design a lot more flexible and able to convincingly pull off a cute cuddly friendly look or a cool sharp vicious look (which is very important for a starter Pokemon as it lets the player easily make their own interpretation of the mon, something the very personalised newer starters fail to do). I'd also argue that it's the perfect direction for a honey badger in particular, who are very famously known for how fierce they are and their reverse countershading fur pattern, in that the spiky flame aesthetic contrasted to its plain soft underside makes it stand out in much the same way as a threat you don't want to deal with.
