So, what can Grumpig learn from Miltank? They both have Heal Bell and Thick Fat, but Miltank has better speed, bulk, reliable recovery in Milk Drink, and Stealth Rock.
I think Grumpig deserves maybe +20 base HP, +20 base Defense, and access to Stealth Rock, and then it might have some sort of a niche, enough to make it viable in PU.
