I know Pokemon sidesteps most issues with govt and politics, but once you introduce something like a PokeUN it just makes the world fall apart. If their world is as tightly monitored and controlled as ours, then logically most people would be banned from owning Pokemon for the same reason you can't buy a nuke or a fully automatic in our world. At the very least, things like Voltorb, psychics that can do mind control, and things with hyper beam would be tightly regulated and not available to the general population.
