It's one thing if it's a mon with high BST and good stat spread but no STABs as an intentional balancing gimp, but what's the point of shitmon stats AND no STABs? Do they not want us to use them?
Well, we do know that some Pokemon like Onix are useless for players since their stats are designed solely to be a boss for players to beat (Nosepass was likely this too).
We also know that some Pokemon like Misdreavus are hidden all the way in Mt. Silver because they're literally barely finished and intentionally underpowered to avoid any potential balancing problems due to lack of time to playtest them.
But it doesn't look like Mawile is designed to be an enemy-only Pokemon like Onix since she is only used by 3 random trainers in the entire game, and unlike Chimecho, which is a literal last-minute addition tucked away at the top of Mt. Pyre, Mawile doesn't seem like an unfinished rushed job either since she's a fairly common encounter in Granite Cave, a mandatory story dungeon.
So what the fuck was GF thinking? Why come up with an attractive design only to make it unattractive to play with? Maybe that was the real reason why Mawile is the Deceiver Pokemon all along.
As a side note, I think Roselia was also designed as an enemy-only mon. Her stats ensure she hits the player somewhat hard but dies easily to anything you throw at it, and since she has no evolution in Gen 3, there's really no reason for the player to keep one until the end of the game.
It's sad to see all my favorite sexy waifumons are designed to be weak enemies to defeat rather than useful allies that contributes value to the team.
