Given EVs mean that you live anything from Modest Charizard Y and KO it back with rock slide. Charizard needs 252 HP/100 defense to survive this rock slide with a neutral nature, so that's not happening (though some japanese guy ran a 252 HP charizard at a VGC event)
56 Defense means Mawile won't KO you with Play Rough, but it will kick your ass with Iron Head anyway. Garchomp and Talonflame ain't got shit, even with EQ and Flare blitz respectively.
First three slots are standard, last is an optional tech. Superpower can put Kanga down to about 91%, which is almost in range of sandstorm or burn damage to KO. Icicle Crash is just a stronger neutral STAB option.

So, heatran, cresselia, swords of justice and gen 3 tutor pokemon, which cannot be bred for naturs and IVs, are banned from the competition as not everyone can use pokegen.
It's only for this competition while the newer players adapt to the faster paced doubles format.
