It's the focus on "realistic" anatomy for cartoon creatures. Like notice how that Dragonite has defined muscle structure, jawline, etc. It's like the equivalent of off-model fanart of waifus that exaggerate their boobs; there's no reason to do it unless you were either horny while drawing it or want other people to be horny while looking at it. Dragonite isn't muscular, but the artist's boner wants him to be. And jus the fact that they would study anatomy of lizards/dogs/bears or whatever shows dedication most normal artists wouldn't have. It's normal to study human anatomy. But nobody really goes out of their way to learn how the fuck a horse body works.
