The Gym leader is some kind of desert explorer, adventurous and cool, they're not native to the desert Town where this gym is set, but they went there looking for treasures and rare pokemon, and once they're beat in a battle, they'll unravel secrets about the area. Really, it's a gym battle meant to cheese the player out with Sandstorm damage+tóxic spikes + recovery and a smart AI that knows when to switch and which pokemon to bring in
