The new Kanto games won't have the Safari Zone. Gen 5 didn't have anything similar, XY had the Friend Safari which let you battle the Pokemon like normal instead of relying on the RNG, and ORAS just made it another route where, like the Friend Safari, you actually get to battle the Pokemon instead of hoping RNG doesn't screw you over.
