You know what's REALLY ugly about her design? Those godawful spikes on the side of her dress. They're clearly meant to be the back ruffles of her dress, but some idiot at Game Freak misinterpreted what they are back in gen 4, and they became spikes that have stuck with the sprites (and models) ever since. Those two black lines on the front are meant to be ruffles too, not just awkward black lines.

When will Game Freak fix it?

Looks like it was gen 4 that started it. The sprites were correct until then. Looking at some videos, Jynx has the correct model in Stadium, Colosseum, Gale of Darkness, and Battle Revolution as well. It's also correct in Mystery Dungeon, in the anime, and in merchandise.

It's literally just retardation on Game Freak's part, an error that hasn't been fixed for generations.
