It's insides have become exposed as the steel now orbiting it's neck broke off during evolution, and said insides are glowing with the same power that turned it's eyes blue.
Slightly alternatively, the force of mega evolving dislocated the joints of it's body. Every other boulder managed to balance out thanks to their protrusions, but the smaller boulders stuck mid rotation.
It's still alive because rock biology is sketchy/Steelix is a boss/mega magic, but until it returns to normal, Steelix would likely be unable eat.
