You can only activate the Meltan Box ONCE A WEEK FOR THIRTY MINUTES, and Meltan doesn't spawn in massive numbers when the Box is active, instead it spawns at "moderate" rates similar to Incense usage.
They basically don't want you to get Melmetal until sometime shortly before the 2019 games come out at that rate.
