Fix its awful physical defence and boost its Speed, Attack, and Special Attack by a tiny bit. It's the mascot's evolution. There's no reason it shouldn't be a strong pokemon.
Let it learn moves upon levelling up, give it access to more moves it can be taught, let it learn any moves it could learn in Gen 1, and make it so we can teach it Surf.
