I can understand that they don't add a fish Pokémon because their use doesn't make sense even in the games, but there are Pokémon like Chinchou that could fit.
There no are rock and normal Pokémon when there are interesting Pokémon that could be really cool fighters. Porygon-Z, Sylvally, Probopass, Omastar... But I'm sure they will put before things like Lopunny and Tyranitar instead those Pokémon.
Instead aaaaall this, they make two Pikachu and two Mewtwo. One of those Pikachu are retconned of the games and one of those Mewtwo megaevolves on MegaMewtwo X too.
