This screws over people whose submissions were made under the impression that, if approved, they would be final and unchanging.
None of this should have been asked until the Outline was nailed down and finalized. This was a multi-car pile-up of unforeseen problems (from myself included), but it's a problem we've only noticed now, and (based purely on that question result) no one seems to mind.
