Poorly defined obscenity laws are the cause here it seems. Japan hasn't outright banned the depiction of genitalia, but porn companies use the black bar stuff as way to make sure they don't get caught out. Now with the general precedent/zeitgeist set, everyone does it and there's no real push to get rid of it. Of course, you should probably take what I say with a grain of salt though.
