I like to fill in Game Freak's holes (that sounds lewd) by thinking that Fairy Ralts' are something you can only find in Kalos, or who are more common in Kalos, and in other regions like Hoenn, you can still find psychic only Ralts. I suppose the fairy type was something they, and other mons, developed over time, but old monotypes of the Pokemon still exist.
