Here's the deal with Pokemon and Digimon. Both parties have incredibly smart and incredibly animalistic creatures in their species. They vary, there is no definitive "All Digimon/Pokemon are smarter than all Digimon/Pokemon." its not that simple.
Digimon more often than not are shown as equals to their partners, in one way or another. It doesn't matter if they are bound by destiny or fate to meet and grow, they are equal parts in each others lives, and each have their own choices in terms of what they will and won't do. Pokemon in the universe of Pokemon are more widespread, and because of that the general treatment of MOST Pokemon is closer to that of a magical pet and their master. They are trained in the art of battle to fight against other trainers, gym leaders, and champions to prove their might. The relationship between these two+ entities is less intimate due to the fact that these creatures are treated more like super strong pets that need to be protected and contained than equal partners. It doesn't mean the bond between Pokemon & Humans is weak (Ash and Pikachu are very close for example) its just not as equal as Digimon & Human. Remember a big part of Pokemon is the mystery of these creatures, people don't fully understand them and are still trying to understand them.
