Her primary goal was never to turn Cerulean City's water type gym into a serious and respected battling institution, no more than Ash's main goal was just to win a league.
Also isn't Brock still in training to be a veterinarian? (And wasn't that mainly because he saw that other doctor was popular with hot chicks?)
