The postgame facilities aren't "built around the national dex". They always just put up with the national dex. Though even in Gen 7 they started trying to move away from it by not having an actual national dex and just allowing for transfers.
If S/S won't have any non Galar pokemon programmed in, that means their battle facilities will also be built around the existing Galarian Pokemon.
You don't NEED the national dex and you don't need to transfer pokemon. A very small fraction of the playerbase ever completed the national dex cause it was never something the game pushed on you. You can enjoy the full experience of the games without ever touching the transfer mechanics, and that will be the same for Sword and Shield.

Kanto gets put in so much shit because it is legitimately popular. That said, not ALL of it is and GF has cut Kanto pokemon plenty of times before and they will keep doing so here. There will always be a strong Kanto representation, but that doesn't mean there won't be other generations well represented.
Again, AVALUGG is in. he's one of the ones they even featured in the trailer alongside Tyranitar for fucks sake. They're not going to just give up on the less loved Pokemon just cause they always include the more secure favorites.
