My argument is as follows. He's locked in his first form for the entire game unless you trade him to someone else have them evolve him and they trade him back. So if you didn't do that you are stuck with him in shit form. Next you got the fact that pikachu was out spd by jolteon and the better choice for a lightning type so you could quite literally replace him with something else which can't really be said about any of the other starters. I mean how many times have you caught another pokemon as the same type of your starter and used it instead while you were still gym running? Almost never im sure. and if you have then that pokemon deserves mentioning. Lastly pikachu still to this day is a low rated pokemon. Other starters have made some changes over the years to make balance to the others, but pikachu has pretty much stayed the same aside from being able to hold a light ball once held items were introduced, but that aside in his version he couldn't hold an item.
So my answer OP is, Who is pikachu?"
